Do i need to hire a electrician to change the street light bulb (See attached picture) within commercial building assuming i have a scissor lift and a licensed operator. (or do i even need licensed ewp operator if it is within a ladder reach). Thanks for your help.

If there is no access to live wires required to change the globe then there is no issue, but be careful as there may be some Workplace, Health and Safety rulings that may have to be followed.
Also it may be a product that requires a skilled person to change over the lamp due to means of access.
We would not recommend using a ladder to access this light - an EWP would be much safer.
